When util.walkrepos() reaches the first '.hg' directory, it stops to 
walk the current root by doing

   ...
   dirs[:] = []
   break
   ...

So if you run it on '.' with

 .
 ./.hg
 ./nested1
 ./nested1/.hg
 ...

then walkrepos() only yields '.'.
