[issue407] hgwebdir binary on windows for running as cgi

it would be great to have a hgwebdir binary in the windows installer for 
including in an apache2 or other webserver.

where would a change be necessary so such a binary gets build? i tried to 
rename the hgwebdir.cgi to hgwebdir, but that is not enough i guess.
