[issue692] hg convert (subversion) ignores empty branches directory

If you have an empty branches directory, it ignores it and assumes the trunk is
the url passed in - rather than the path/trunk.

Attached a patch that fixes this. I'm an SVN API novice so there maybe a better
implementation than using the SubversionException for flow control.
