[issue693] PATCH: hg convert (subversion) doesn't work if tags is in a subdirectory

If the project structure within the respository is as follows, the creation of
tags fails:
/proj/tags/

It assumes tags is in the root directory of the repository. The implementation
could be improved as the check for /tags/ in a path could patch it anywhere in
the path.
