[issue694] hg convert (subversion) fails to create tags when reference isn't exact

It looks like when you do an 'svn cp' to create the tag in the subversion
repository, the revision it's associated with is the current revision (it's
always the revision immediately preceding that where the branch is created), not
the revision when the project was last changed.

This means that creating a tag only works when there was a commit on the project
in the immediately preceding revision.
