[issue701] record extension and cygwin

calling hg record within the cygwin prompt gives

$ hg record
abort: running non-interactively, use commit instead

with the windows command prompt everything is ok.


$ hg --version
Mercurial Distributed SCM (version 2ef14e29e538)
