Which version of hg are you using? I had the same problem with hg that was 3
months old. Updating to latest tip fixed it for me.

Details: the .hg/store/ versions (default branch) of 00changelog.i and
00manifest.i were used to commit the data on the test branch instead of
.hg/branches/test/00*.i
