hgk was a direct port of gitk, using Tcl/Tk was not a deliberate choice. You can take a look at http://www.logilab.org/cgi-bin/hgwebdir.cgi/hgview. It's python but depends on gtk which may be easier or harder to get than Tcl/Tk depending on your platform.
