[issue885] [inotify] Apparent misparsing of --idle-timeout option

The --idle-timeout option to 'hg inserve' does not appear to be implemented; the
options parsing does not even load it. The patch fixes the parsing (and also
corrects an apparent confusion between seconds and minutes), though the timeout
still does not seem to work as far as I can tell (maybe I am missing something).
