[issue626] 'make install-home' fails to install docs under Cygwin for Mercurial 0.9.4

To reproduce:
1) In Cygwin, extract mercurial-0.9.4.tar.gz
2) make all
3) make install-home

I wish I could tell you the Cygwin version, but I'm not sure how to check it.

As you will see in the log file, the paths are malformed, with a double
forward-slash at the beginning. This is interpreted as a network path and causes
the docs to not be installed. The rest of the installation seems to have succeeded.
