I'm coming from a very specific use case - two developers on Windows machines 
need to exchange proprietary code which is managed by mercurial. It is 
absolutely necessary for the traffic to be encrypted using SSL/TLS. The ways to 
achieve this are:

1. Set up Apache + mod_ssl on windows
2. Set up cygwin + sshd on windows

Both of these require some knowledge of the systems and the setup is not trivial 
for developers who have not had experience with them. This was discussed at
