[PATCH 4 of 4] Change branches to sort 'active' branches first, and add an option to show only active branches

Big +1 on this, but not yet pushed, because changes to test-encoding
depend on previous patches.

Maybe we can find something better than "unmerged heads" later, but
this shouldn't stop pushing to crew :)
