[PATCH] Patching convert to handle new cvsps with Tags: and multiple tags

Some of the versions of cvsps available via git allow multiple tags to
be associated with a patchset.  This patch allows the hg convert
extension to be able to parse and use the new information while
keeping backwards compatibility with the official cvsps (which hasn't
been updated in nearly a year).

It can be pulled either from the attached bundle, or from
http://hg.omnifarious.org/~hopper/merc-tocrew
