[issue525] patch.exe don work on plain Win32

Hallow developers!
i use mercurial-0.9.3 on winXPsp2. and was surprised that mq cant apply the 
patches, and after found that patch.exe normaly work only under msys (the mingw 
system) or cygwin systems, but when run from windows (cmd, dn2) it answers 
nothing or report a failing cygwin heap menegaer.
