Unicode support for non-unicode locales

i understand..

but the difference is that when it's about reading the content of a 
text-file, the user can simply specify the encoding in his text-editor.

but when getting a copy of a hg-repo with non-ascii filenames in it, and 
  you have an utf-16 filesystem, and the file was added to the hg-repo 
in utf-8, what can you do?
