It just crossed my mind that if mercurial has encode/decode hooks
for file content, it might make sense to also have them for file names.

But I don't really have a clue about this, so please don't slap me
too hard ;-) -- I'm assuming encode/decode hooks could be used to
implement a "store as utf-8, convert to local encoding on checkout" policy.
