[issue731] Error in hgrc Parsing in hgweb breaks following projects

Say your list of projects is named argh-main, bums-main, crrrk-main and
eeeek-main. If you now break the config of bums-main, argh-main will appear in
the list of projects, but not bums-main and all the following projects. Would be
better if just bums-main would be missing so that mistakes in one project don't
affect others.

Happens in a crew checkout from yesterday.
