HGRCPATH

I recently found the HGRCPATH environment variable that allows me to
specify a site-wide hgrc.d directory for my NSIS installer.  This works
great.

Unfortunately when I set HGRCPATH to C:\Python25\Mercurial\hgrc.d, it
completely overrides the lookup for a user-specific mercurial.ini in
their home directory.  I tried setting appending ~ and ~/Mercurial.ini
to HGRCPATH but neither works in adding back the home directory search.

Is there currently a way to add it back without hacking util.py?
