[ANN] shelve extension

Here's the Shelve extension I hacked together based on the Record
extension by Bryan O'Sullivan. Two commands are offered in the Shelve
extension:

1. shelve to set aside the selected patches
2. unshelve to reapply the patches shelved earlier.

This extension should work with any crew revision that works for the
Record extension. It's also been briefly tested on Windows XP SP2.
