[issue747] "hg clone static-http://example.com/" only works if trailing slash is omitted

If there's no path component in a static-http URL passed to clone, the command 
fails with a 404.

Attached is a quick patch that solves the problem for me; someone more familiar 
with the codebase may be able to offer something more elegant.
