[RFC] hgweb: ease download of binary files

Hello,

I'd like to propose an explicit button in hgweb to ease the
download of binary files.

Example:

I'd like to share a LaTeX project that contains not only the
source files, but the pdf files as well. atm, when you navigate
to a pdf file, and if it recognized as binary (issue1079), you
have to go back, and then download the linked file using your
browser interface, if you want to inspect the pdf file.

While this is easy for "insiders" who know their ways with
computers, it is hard for people who may not even know what a
browser is (yes, this happens), but still might be interested in
the project, only not in "computers".

As I am working with "such" people, I'd like to ease their access
to the history of my/our projects, and it could be done by adding
a visible download button for the files in question.
