[RFC] hgweb: ease download of binary files

So this would be the same thing as clicking on "raw" in, for instance,

http://www.formulacompiler.org/hg/afc?f=2ac3d16a720f;file=components/system/src/test/data/org/formulacompiler/tests/SectionTests.xls

just more obvious? If so, +1.
