[issue1271] hg bisect could be even less confusing

"hg bisect" without arguments does nothing.  It should complain and/or give advice.

"hg help bisect" should tell what the REV parameter does.

It would be nice to have a way to check the bisect state (other than "cat
.hg/bisect.state").
