[issue1409] Win32 Mercurial 1.1 binary distribution does not honor system wide mercurial.ini

The system wide mercurial.ini, C:\Program Files\Mercurial, is not used by 
mercurial in the 1.1 binary distribution. That is, the file does not seem to be 
read at all.
