I'm not sure this makes things any easier for such an extension. If you 
want to have an extension which applies certain configuration defaults 
to certain repository clones, it can already do so using reposetup(). 
The question is deciding where these defaults should be stored to be 
secure and manageable, and how to select defaults for certain clones 
based on intuitive criteria.

So I would probably be -1 on a special #include syntax unless there is 
some other reason for having it.
