I've already answered on IRC, but just to get this archived:

An earlier patch disallowed adding patches with names starting with
".hg" and ".mq", so I thought it would make sense to ignore these files.

On second thought maybe I shouldn't have ignored ^\.hg, but we can
easily override that with an explicit hg add.  The ".mq" names are
reserved for future expansion; right now nothing uses them.
