[issue997] Backout fails for small demo

I'm still learning to use Mercurial. I created a very small repository
(comprising one file, stdio.h, copied from /usr/include). I made two changes to
that file, then attempted to backout the first change.
It seems as though the backout command does and update, then a revert, then a
commit. In this case the update and the revert happen so fast that the
timestamp on the file is the same after the revert as after the update. The
commit then finds no changed files.
