Only supporting one-time conversions is a big drawback for doing
soft migrations where a synchronized hg repo is available for
developlers to learn using the new tool.
Is it possible in the concept of cvs2svn to add that?

Yes, that really might be helpful, probably better than converting
cvs to svn (using cvs2svn) and then to hg (using hg convert).
