Maybe so. I guess it is general question whether hg cat should apply a 
decode filter if one is specified. Currently it does not.

See my recent patch about giving encode/decode hooks more context. (It 
is also possible to extract this information from Hg 0.9.5 using 
reflection, just messy.)
