[PATCH 0 of 2] Reminder: fix symlinks on symlink-capable os but non-capable filesystem (issue1149)

Yet another reminder about the patch for issue1149 (symlinks support on 
non-symlink fs broken). This time around, I've added a test for this issue.
Before applying the patch, the test fails; the patch fixes it. The patch
itself is unchanged since the previous post two weeks ago.

I'm open to suggestions for a better name than test-symlink-os-yes-fs-no.py.
Also, I haven't tested that the test really is skipped on Windows.
