Forest in mainline?

The biggest issue is that forest uses extra commands instead of the
normal ones. My "users" just won't use those, and will get very
confused as a result. The tree has 5 repos, two of which have MQ repos.
I don't want to mess around with snapshots by default (I don't
understand why fpull requires a snapshot step always), but we *do* want
to be able to pull the entire thing after every "putback", where that
corresponds to one or more csets pushed to one or more of the
constituent repos.

We'd also like to create daily snapshots that can be pulled or updated
easily. And these snapshots should come "with" the repo, so you get them
if you clone the tree.

Finally, what would be REALLY cool is some MQ support too, so it won't
let you push MQ csets into a repo etc.
