[issue1124] convert from cvs breaks binary file by keyword expansion

When I used hg convert on a CVS repository, I found that certain binary files 
(static libraries) had been broken.  Where they were supposed to contain "$Id: 
SQLite version 2.8.16 $" they contained "$Id$".  I verified that these files 
were OK after the cvs checkout, so it's definitely the convert that broke them.

I used Mercurial 0.9.5 and cvsps 2.1 on Mac OS X 10.4.11, which has cvs 1.11.20.  
(The reason I'm not using Mercurial 1.0 is that there's no binary package for 
Mercurial 1.0 and OS X 10.4.)
