[issue1374] hgweb shows server errors on unparsable .hgtags

When http://hg.mozilla.org/l10n-central/de/rev/4b432a62c5b3 was pushed to a
repository, the web interface for that repo broke down (because of the merge
conflict committed in the .hgtags). We should deal with this more elegantly.
