[PATCH 0 of 2] convert extension fixes

Hello,

I think the first sending of the series failed. So excuse me
if this is a duplicate.

This patch series fixes two issues with the convert extension:
 - tagsnode should not use the last revid in the map file
   this leads to history corruption when performing
   incremental conversions. Usual when using mirrors for tracking
   upstream sources.
 - ~/.cvspass may not exist if cvs has never been used on a host
