[issue1344] hgweb should have an easily accessible link to .../file/tip/...

New submission from Ben Hearsum <bhearsum at gmail.com>:

One of the most common use cases on hgweb for me is to look at the current
(read: tip) version of a file. Someone will ask where a file is, I will give
them a link to it. Sometimes I even want to bookmark a file that I look at
enough. AFAICT there is no way other than manually editing the URL to get to a
.../file/tip/... type URL. I believe this to be a bug.

In my perfect world, the tip-most revision would be linked about on hgweb with
.../file/tip/... style links rather than .../file/[revision id]/... I realize
that this would probably upset a lot of people, though, and therefore will also
propose that when viewing a file there should be a link *on that page* that says
something to the effect of "see the tipmost version of this file", which links
to a .../file/tip/... style URL.

I'm happy to give this a shot if it has a chance at landing.
