[PATCH] hgrc.5: explain order of mail.charsets

Hi,
This is just a proposal. Any (native) speaker with a better
command of the language should feel free to make this more
concise.
Side note: Even though my knowledge of Japanese is nil I see
whole sections missing in hgrc.5.ja.txt.
