[issue1287] .hgignore on files already in repo

If I have commited a file say, _NEWHEADERS_/_HEADER.php - and now want to add it
to .hgignore to avoid changes to the file being pushed - this is not possible.

In some environments a configuration file should be in source control for
developers to retrieve, modify for their local environment, and not have those
changes forced on to source control making others merge.
