David Soria (dsop on IRC), who's developing the bookmarks extension, has
also a proposal for a wire protocol extension [1] that would let
extensions handle metadata propagation. This started as a way to make
the bookmarks information avaliable when cloning/pulling/pushing
bookmarks enabled repos.

He has manifested interest on IRC in receiving more feedback about both
the bookmarks extension and the wire protocol extension. Maybe this fits
well with your needs and it's worth contacting him ;).
