[PATCH] Update setup.py to identify the version when not ran in a repository

Matt and I worked on this together in irc.  I think using the
mercurial import, like other parts of setup.py, should be safe since
setup.py already does the PYTHONPATH juggling.  If you are still
concerned, please update the new thread.  (Sorry for the "double
post".  I'm learning the ropes of Mercurial involvement so please bear
with me.)
