[issue1594] hg commit editor template should have only one editable (blank) line

hg commit executes text editor with the file template. In the newer versions of
hg (at least in 1.1.2) commit template contains two blank lines. It is annoying,
because if I want to write single-line commit message, I'm forced to delete
extra line, and if I want to write multi-line commit, I have to press <Down> to
type the second line of the commit message instead usual <Return>.
