[issue1616] hg convert -s mtn chokes on commits with sub-second resolution

Pidgin and Guifications' monotone repositories contain some revisions with
commit dates that have sub-second components (e.g. 2005-02-05T09:39:12.364306).

`hg convert -s mtn` dies on those revisions complaining about the unconverted data.
