[issue1623] Running hg convert -s bzr completes ok, but can't clone the resulting repository

I ran hg convert -s bzr on a bzr repository and though the process seems to have
converted the bzr repository, I can't clone the resulting hg repository.

Checking out the bzr log file, it appears that there's a file that gets switched
to a directory (kind changed in the bzr logs) and this is where the error
appears to be occuring when trying to clone the repository.  Snooping around the
data directory in the .hg directory, I can see that there's an apache.i and
apache directory.
