[issue1793] Treat the contents of .hg/shamap like .hgtags if it exists

Seems to me that it would be incredibly useful to be able to create a filtered 
copy of a repo but have the old hashes work.  Particularly relevant for public 
repos when changesets have been referenced from bug tracking systems.
 
Not sure about the performance implications, but anyone without the file would 
be unaffected.

I'd be prepared to do the work for this, but would like to know if such a 
feature is likely to be accepted.
