[PATCH 0 of 1] Fix for issue 1153

This patch corrects the handling of file: URIs, according ti RFC 2396.
The reason for posting it is that I can't run all the tests which involve
file: URIs. Besides an actual test of file: URI functionality, this seems
to include several subversion and other convert related tests, for some
reason.

If someone could be helpful in running those to see if my changes cause problems,
it would be nice :-)
