[issue1934] No hardlink when cloning from non-writable(or other user's) repository

Hi - I am not sure whether the following two cases which are required for hg
clone to have hardlink, could you elaborate it?

1. You are the owner of the source repos.
2. The source repos. are writable by users, but it's not workable due to the
local clone files are owned by the owner of source repos.
