[issue1937] allow_read in hgweb.config should be case insensitive on windows

New submission from uXs <kris.van.hulle at telenet.be>:

Currently, the allow_read directive (and presumable deny_read as well) in
hgweb.config is case sensitive. For case insensitive systems (windows),
this doesn't make much sense, since users can and do login with any
possible casing in their username. (For example when using different
browsers.)

I also have the impression that for browsers that can use integrated
authentication (IE), the username is taken directly from Active Directory,
so the casing there depends on whatever is entered there.

In any case, it would be better if usernames in hgweb.config were case
insensitive for systems where that makes sense.
