I've pushed this as 0022f5c5459e, thanks.

We talked about the second patch on IRC, and apart from the problem of
using gettext twice, I could understand that you're not entirely happy
with how the patch makes help.py import minirst and util in order to do
formatting. The other functions in help just return a bit of text and
leaves it to somebody else to do the formatting.

Perhaps that function should not be in help.py after all?
