hallow developers.
trying to use win32text i was slightly confuse that it have a big problem to
decide wich files to process or not, but it have very poor turn abilitys - 
only extentions in .ini
imho, it would be greate in addition to ini stups implement an
per-repository file list where to denote wich files to encode/decode (maybe
somewhat like
.hgignore)
