[issue1961] option for eager subrepo pulls

It's not clear that the idea of doing lazy pulls of subrepos (see
http://mercurial.selenic.com/bts/issue1960) is the best decision - at least
it would be good if there is an option that forces the subrepo pulls.

Consider this case: A repo is being used for integration, with subrepos
contributed by various remote sites. The .hgsub file lists the subrepos and
the respective sites (via the ssh or http protocol). A simple 'hg update' in
the top-level repo would to be a good way to get the new state of every
subrepo. As it is, one has to pull each subrepo separately.
