Perforce gateway via 'hg push' and 'hg pull'

Steve Borho supplied quite a lot of bug fixes and improvements needed 
for windows users. Thanks! They're now in the perfarce tree.

In writing this extension I improved on several things that the convert 
p4 source does worse, so I plan to submit some changes to the crew repo. 
In particular, the perfarce extension handles p4 views much better 
(although possibly slightly slower, by calling 'p4 where') and the 
convert extension should use that.

Now I notice that hgsubversion is not in tree, and it attempts to do 
something similar to the perfarce extension. Matt: What are the entry 
criteria for getting an extension included in the Mercurial tree?
